The exterior of a house is a water management system that happens to have a color. Everything on it exists to move rain, wind driven moisture and sunlight away from the framing, and every component depends on the ones above and behind it. In Orange County that system is dominated by cement plaster, punctuated by aluminum and vinyl windows from three different decades, and topped with concrete tile or composition shingle that is frequently older than the underlayment beneath it can support. Cement plaster, which almost everyone here calls stucco, covers the overwhelming majority of Orange County housing. It went on postwar tracts in Anaheim, Garden Grove and Santa Ana, on the 1970s and 1980s expansion through Mission Viejo, Fountain Valley and Huntington Beach, and it is still going on new construction in Irvine and the south county today. Stucco is durable, fire resistant, inexpensive per square foot at scale, and well suited to a climate with light annual rainfall and heavy sun. It is also unforgiving of two things: bad flashing and blocked drainage. Water that gets behind cement plaster does not evaporate quickly, and the plaster hides the damage until the framing is already compromised.

That is why almost every exterior conversation in this county eventually becomes a conversation about details rather than materials. The stucco itself rarely fails. The head flashing over a window fails, or a kickout flashing was never installed where a roof edge dies into a wall above a gutter, or a landscaper raised a planter bed over the weep screed at the base of the wall and sealed off the only drainage path the assembly had. A homeowner sees a crack and asks about patching. The relevant question is usually what is happening at the top of the wall, not what is visible in the middle of it.

The second theme is code. California regulates exterior work more heavily than most states, and three areas matter here. The Energy Code sets maximum U-factor and solar heat gain coefficient values for replacement windows and doors, and Orange County spans two climate zones with their own requirements. Roof coverings must achieve a Class A fire classification statewide, with additional ember resistant construction requirements in the wildland urban interface areas along the canyons and hillsides. Cool roof reflectance requirements apply to roof replacements in certain zones and slopes. None of this is optional, all of it is verified at inspection, and all of it is checked against the code edition in force when the permit is issued.

The third theme is the association. A very large share of Orange County housing sits inside a planned community with an architectural review committee, and exterior work is exactly what those committees exist to govern. Paint colors come from an approved palette as a coordinated scheme rather than as individual picks. Roof material, tile profile and color are frequently specified. Window frame color, grid pattern, front door style and gutter color all commonly require approval. Submitting early and correctly is part of the job, because a review cycle that runs three to six weeks in parallel with permitting costs nothing, and the same cycle discovered after material is ordered costs real money.

What Does Exterior Remodeling Cover?

Exterior remodeling covers the weather facing skin of the house and everything attached to it. That includes the wall cladding, whether cement plaster, fiber cement, engineered wood, vinyl or natural wood; the coating on that cladding; every opening in the wall, meaning windows, entry doors, patio sliders and multi slide systems; the roof assembly with its underlayment, flashing and ventilation; the drainage system of gutters, downspouts and discharge lines; and the trim elements that finish the edges, including fascia, rake and barge boards, corner boards, casing, shutters and gable details. It generally does not cover hardscape, landscape drainage beyond the point where a downspout discharges, patio covers and pergolas, or anything that adds conditioned floor area. Why Is Stucco the Default Exterior Here, and What Are the System Types?

Stucco dominates because it suits the climate, the fire environment and the architectural vocabulary of Southern California, and because it is efficient to apply over large tract developments. Two systems account for most of what is on the ground. Traditional three coat stucco is applied over lath in three passes, a scratch coat, a brown coat and a finish coat, at a nominal total thickness of seven eighths of an inch over wood framed walls, with cure time between coats. One coat systems are proprietary assemblies applied much thinner over rigid foam insulation board, which go up faster and cost less. Three coat carries more mass, better impact resistance and a longer track record. One coat adds continuous insulation and reduces labor. Both perform well when the barrier and flashing behind them are right, and both fail in the same way when they are not. Curing matters more than most homeowners realize: plaster that dries too fast in Santa Ana wind conditions cracks more than plaster kept damp through its early cure.

What Does the Weather Resistive Barrier Behind the Cladding Do?

It is the actual waterproofing. Cladding sheds most water, but the layer behind it is what protects the sheathing and framing from what gets through. Behind cement plaster over wood based sheathing, code calls for two layers of an approved water resistive barrier, historically two layers of Grade D building paper. The reason for two is specific and worth understanding: wet plaster bonds aggressively to paper, and the sacrificial outer layer takes that bond while the inner layer stays intact as a continuous drainage plane. Over that goes self furring metal lath, fastened on a defined schedule, which holds the plaster off the barrier slightly and gives it something to key into. At the base of the wall, a foundation weep screed provides the exit path for any water that reaches the barrier, and code requires minimum clearances of roughly four inches above earth and two inches above paved surfaces. Burying that screed under a raised planter or new hardscape is among the most common and most damaging mistakes made on Orange County homes.

What Does Title 24 Require for Replacement Windows and Doors?

The California Energy Code sets prescriptive maximum values for heat transfer and solar heat gain on replacement fenestration. Orange County sits in climate zone 6 along the coast and climate zone 8 inland, and under the current Energy Code the prescriptive replacement values for both zones are a maximum U-factor of 0.30 and a maximum solar heat gain coefficient of 0.23. The number that matters at inspection is printed on the National Fenestration Rating Council label attached to the glass, which is why that label has to stay on the unit until the final inspection is signed. Compliance is documented on the standard certificate of compliance, installation and verification forms that accompany the permit. Exterior doors carry their own maximum U-factor requirements, and glazed doors also carry a solar heat gain limit. Because the Energy Code moves on a multi year cycle, we verify the applicable values against the edition in force when your permit is issued rather than assuming last year numbers still apply.

  • Climate zone 6, coastal: Seal Beach through San Clemente and the near coastal cities. Milder temperatures, higher humidity and salt exposure, same prescriptive fenestration values as zone 8.
  • Climate zone 8, inland: Anaheim, Orange, Fullerton, Irvine and most of the inland county. Hotter summers make solar heat gain control matter more on west facing glass.
  • The NFRC label is the proof: Inspectors read the label on the glass. Leave it in place through final, because removing it early creates an avoidable inspection failure.

What Fire and Reflectance Requirements Apply to Roofs in California?

Two separate requirements land on nearly every roof replacement here. First, fire: California requires roof coverings on new construction and replacement to achieve a Class A fire classification, the highest rating, meaning the tested assembly resists severe fire exposure. Concrete and clay tile are noncombustible and reach it inherently, while asphalt composition shingles reach it as part of a listed assembly that includes the specified underlayment. Second, reflectance: the Energy Code imposes cool roof requirements on roof replacements in certain climate zones, with different aged solar reflectance and thermal emittance thresholds depending on whether the roof is steep slope or low slope and whether the attic is vented or unvented. Homes in designated fire hazard severity zones along the canyons and hillsides, including areas near Anaheim Hills, Silverado and Modjeska Canyon, Coto de Caza, the Laguna Beach hills and the Cleveland National Forest edge, carry additional wildland urban interface requirements such as ember resistant vents and closed off tile ends. As with the energy provisions, the specific values are confirmed against the code edition in force at permit issuance.

How Do Santa Ana Winds Change the Specification?

They change fastening, everywhere. Orange County experiences strong offshore wind events, most often from late fall through early spring, and they load the exterior of a building in ways that a calm design day does not. Roof assemblies are designed for uplift based on the design wind speed and the exposure category at the site, and the load is not uniform: perimeter and corner zones of a roof see dramatically higher uplift than the field, which is why fastening patterns tighten at edges. High wind installations of composition shingle use six nails per shingle rather than four, and starter courses at eaves and rakes must be adhered rather than simply laid. Tile roofs require mechanical attachment at perimeters, hips and ridges rather than relying on weight alone. The same principle applies down the wall: shutters, decorative brackets, large gable ornaments and long gutter runs all need fasteners into framing rather than into stucco alone. A loose fascia or a lifted roof edge gives wind a place to get underneath, and that is where wind damage usually starts.

What Does Coastal Salt Air Do to an Exterior?

It attacks metal and it accelerates everything else. Homes from Seal Beach and Huntington Beach through Newport Beach, Laguna Beach, Dana Point and San Clemente sit in a salt deposition zone where airborne chloride settles on every surface and stays there until it is rinsed. The effects are specific: plated door hardware pits and discolors, hinges seize, thresholds corrode, electro galvanized fasteners rust and bleed stains through paint and stucco, steel door edges and bottoms fail years earlier than they would inland, and light fixtures and gate hardware degrade visibly. The correct responses are equally specific. Use stainless steel or hot dipped galvanized fasteners rather than electro galvanized. Specify 316 stainless or heavy coated hardware finishes on entry doors. Prime ferrous metal with a corrosion inhibiting product before topcoating. Expect a shorter repaint cycle on coastal elevations than the same product would deliver in Yorba Linda or Anaheim Hills. Rinsing exterior metal with fresh water periodically is a genuinely effective and almost never followed maintenance habit.

How Does HOA Architectural Review Work on Exterior Projects?

It works on paper, in advance, and it takes longer than most homeowners expect. Planned communities across Irvine, Aliso Viejo, Ladera Ranch, Rancho Santa Margarita, Mission Viejo, Talega and many others maintain architectural guidelines that govern what the exterior of a home may look like. Paint is typically drawn from a set of pre approved schemes that pair body, trim and accent colors together rather than allowing individual color selection. Roof material, profile and color are often specified to maintain a consistent streetscape. Window frame color, grid patterns, front door style and color, garage door design, shutters and gutter color commonly require approval as well. The application usually requires a written description, product data or color chips, and sometimes elevation photographs. Review cycles vary but commonly run three to six weeks, and some committees meet only monthly. We submit at the same time we begin permitting so the two clocks run in parallel, and we do not order finish materials until the approval is in hand.

  • Approved color schemes: Body, trim and accent colors are usually approved as a matched scheme. Picking colors individually is the most common rejection reason.
  • Roof profile and color: Tile profile, blend and shingle color are frequently specified to keep the streetscape consistent. Changing material type nearly always requires approval.
  • Openings and hardware: Window frame color, grid pattern, front door style and garage door design are commonly reviewable even when the size does not change.
  • Timing: Submit in parallel with the building permit. Committees that meet monthly can add a full cycle if a submittal misses the agenda.

Which Exterior Projects Require a Building Permit?

Roofing, window and door replacement, and re siding all generally require permits in Orange County cities, and structural alterations always do. A roof replacement requires a permit and typically an inspection of the sheathing and nailing before the covering goes on, plus a final. Window replacement requires a permit with Energy Code documentation, and the inspector will look for the rating labels. Re siding requires a permit because it involves the water resistive barrier and, in many cases, sheathing. Widening a door or window opening changes the header and is a structural alteration requiring engineering. What generally does not require a permit is exterior painting, gutter installation and replacement, and like for like trim repair. The consistent theme is that anything affecting the weather barrier, the structure, or energy performance is permitted work. Unpermitted roofing and window work is one of the more common items that surfaces during escrow in Orange County, and correcting it after the fact is significantly more expensive than doing it correctly the first time.

In What Order Should Exterior Work Be Sequenced?

From the top down and from the inside out, because each layer laps over the one below it. Roofing goes first, since roof edge flashing, drip edge and any kickout flashing where a roof meets a wall have to be correct before wall work begins. Windows and doors come next, because their flashing integrates with the wall barrier and because full frame replacement disturbs the cladding around every opening. Siding or stucco follows, lapping properly over window and door flashing in shingle fashion so gravity is working with the assembly rather than against it. Trim installs after the cladding, with its own flashing and sealant details. Gutters hang after the roof edge and fascia are final. Paint goes last, once every substrate is in place, patched and cured, because painting before stucco patches have cured produces a coating failure and painting before trim goes up produces visible seams. Reversing any two of these steps creates a joint that has to be cut open and redone later.

  • Roof first: Edge metal, valley and kickout flashing set the top of the water management system. Everything below laps under it.
  • Openings second: Window and door flashing ties into the wall barrier. Doing this after cladding means cutting the cladding back open.
  • Cladding, then trim: Siding or plaster laps over opening flashing, and trim installs on top with its own drip and sealant details.
  • Paint last: New cement plaster needs cure time before coating, commonly 28 days, and painting over uncured patches leads to adhesion failure.

What moves the price

  • Square footage and number of stories: Two story work requires staging, taller ladders or lifts, and slower material handling. The same wall area costs meaningfully more at the second floor than at grade.

Coatings also fade and chalk faster under higher ultraviolet load, which shortens the repaint cycle compared to inland Orange County.

Can I switch from asphalt shingles to concrete tile?

Sometimes, but not automatically. Concrete tile adds roughly 9 to 10 pounds per square foot for lightweight products and more for standard weight, which is a large increase over shingle. A structural evaluation is required, and framing reinforcement is frequently necessary before the tile can be installed.

In what order should I do exterior projects if I cannot do it all at once?

Roof first, then windows and doors, then siding or stucco, then trim and gutters, and paint last. Each layer laps over the one below it, so doing them out of order means cutting open and redoing flashing you already paid for once.
