What Does Title 24 Require for Replacement Windows?

The California Energy Code, commonly called Title 24 Part 6, sets prescriptive maximums for replacement fenestration. Orange County spans two climate zones: zone 6 along the coast and zone 8 inland, which covers cities such as Anaheim, Orange, Fullerton and Yorba Linda. In both of these zones the prescriptive replacement values under the current Energy Code sit at a maximum U-factor of 0.30 and a maximum solar heat gain coefficient of 0.23. U-factor describes how fast heat moves through the whole assembly, meaning glass plus frame plus spacer, not just the glass. SHGC describes how much solar energy passes through. A low SHGC is what keeps a west facing room from cooking through an August afternoon. The inspector does not take a manufacturer claim on faith. He reads the NFRC label adhered to the glass, which certifies the U-factor and SHGC for that exact product and size. Leave every label in place until the final inspection is signed off. The compliance paperwork runs as a three document chain: the CF1R certificate of compliance is prepared and filed with the permit application, the CF2R installation certificate is signed by the installing contractor once the work is done, and a CF3R verification certificate is issued when third party HERS verification applies to the scope. Requirements are always checked against the code edition in force on the day the permit is pulled.

Retrofit Insert or Full Frame Replacement?

A retrofit window, also called an insert or block frame window, sets a complete new window inside the existing frame. The old sash and glass come out, the old frame stays, and a Z bar or flat flange trims over the outside. Nothing gets cut. Stucco stays intact, interior casing stays intact, and a crew can often finish eight to twelve openings in a day. The tradeoff deserves to be stated plainly: you lose roughly 1 to 3 inches of glass area in each dimension because the new frame nests inside the old one, and you inherit whatever flashing condition already exists behind that old frame. Full frame replacement, sometimes called new construction replacement, removes the old window entirely along with a band of stucco around the opening, exposing the sheathing and the weather resistive barrier. A new nail fin window is set over a sloped sill pan, flashing tape is lapped shingle style so water always drains out over the layer below, and the stucco is then patched back. It costs more and it takes longer. It is also the only version that actually corrects a bad flashing detail.

  • Choose retrofit when: Existing frames are square, plumb and dry, there is no leak history, and you want the fastest, least disruptive path to better glass.
  • Choose full frame when: Stains, dry rot, past water intrusion, aluminum frames with failed corners, or any opening where the surrounding stucco is already cracked and failing.
  • Glass area loss: An insert shrinks visible glass on every side, which matters most at small bathroom windows and at bedroom openings governed by egress minimums.
  • Mixed approach: Many houses get both: retrofit at sound openings, full frame at the two or three that show staining, swelling or a failed sill.

What Happens to the Stucco and the Paint?

Full frame replacement means cutting stucco. The cut runs back several inches past the rough opening to expose sheathing and the weather resistive barrier so the new flashing can lap correctly into the existing layers. Once the window is set and flashed, the patch is rebuilt in stages: lath tied into the existing lath, scratch coat, brown coat, then a finish coat troweled or sprayed to match the surrounding texture. Matching texture is a learned skill. Matching color is close to impossible. Even a flawless finish coat cures to a slightly different shade than stucco that has sat in Orange County sun for twenty years, and the patch outline will read from the street in raking afternoon light. Budget for repainting the affected elevation, not just the patch. Timing matters as well. A stucco patch has to cure and release moisture before paint goes on, generally a week to ten days in warm dry weather and longer during a damp coastal stretch or a marine layer week. Painting too early traps moisture behind the film and produces blistering or efflorescence, the chalky white bloom that pushes through the paint. If the house is due for paint anyway, sequencing windows first and paint second saves a mobilization and delivers a uniform result.

Which Frame Material and Glass Package Holds Up Here?

Vinyl is the volume choice and performs well in this climate, with welded corners and no exterior finish to maintain. The caution is color. Dark vinyl on a west or south facing wall absorbs a great deal of heat and expands more than white vinyl does, so specify an extrusion engineered and warranted for dark finishes rather than a standard white profile with a dark cap laminated on. Fiberglass moves less with temperature swings, accepts paint, and carries larger glass in slimmer sightlines. Thermally broken aluminum gives the narrowest frames for modern elevations, and the thermal break is precisely what allows aluminum to reach current U-factor targets, though any aluminum within a mile or two of the water wants a marine grade anodized or powder coat finish. Aluminum clad wood pairs a wood interior with a protected exterior and suits traditional homes, at the highest price and with the most attention required at cladding joints. On the glass side, dual pane insulated glass with a low emissivity coating and argon fill is the working baseline. Laminated glass is the tool for traffic noise near the 5, 55, 91 and 405, and obscured or acid etched glass handles privacy at bathrooms and tight side yard windows.

  • Low emissivity coating: A microscopically thin metallic layer that reflects heat back toward its source. This is what carries the SHGC number down to Title 24 levels.
  • Argon fill: An inert gas between the panes that conducts less heat than air. It contributes a modest but real improvement to the U-factor.
  • Laminated glass: A plastic interlayer bonded between glass plies. It damps sound transmission noticeably, which is why freeway adjacent bedrooms in Orange County often specify it.
  • Warm edge spacer: A low conductivity spacer at the perimeter of the sealed unit. It cuts edge condensation and reduces stress on the seal over time.

Where Do Tempered Glass, Egress and Permits Change the Plan?

Safety glazing is required at specific hazardous locations, and those locations drive product cost. Glazing in a door, and glazing adjacent to a door within the distance the code specifies from the closed door edge, must be tempered. So must glazing whose bottom edge sits less than 18 inches above the floor when the other hazardous location criteria are also met, glazing at stairs, landings and ramps, and glazing near tubs, showers, saunas and pools. Tempered glass carries an etched stamp in one corner, usually small and easy to overlook, and the inspector will look for it. Egress is the other hard constraint. Every sleeping room needs an emergency escape and rescue opening. The general requirement is a minimum net clear opening of 5.7 square feet, with 5.0 square feet permitted at grade floor openings, a minimum net clear opening height of 24 inches, a minimum net clear opening width of 20 inches, and a sill no more than 44 inches above the finished floor. Net clear means the actual hole a firefighter can pass through in full gear, not the frame size on the order. Because an insert shrinks that hole, a marginal bedroom window frequently has to go full frame. Every Orange County city requires a building permit for window replacement, and planned communities generally require architectural approval when frame color or grid pattern changes.

Do I need a permit to replace windows in Orange County?

Should I peel the stickers off my new windows?
