A whole home renovation is not a stack of individual projects run back to back. It is one continuous construction sequence in which demolition, structural work, rough electrical, rough plumbing, mechanical, inspections, insulation, drywall and finishes have to happen in a fixed order across every room at once. Getting that order right is most of the job. Benitez Contractors has been doing this work in Orange County for more than fifteen years, and the majority of the homes we renovate were built between 1955 and 1979, which means the walls almost always hide something worth knowing about before you commit to a number. This page explains how these projects are scoped, permitted, sequenced, budgeted and lived through, including the parts most contractors leave out of the sales conversation.

Orange County housing stock is unusually consistent, and that consistency is what makes whole home renovation planning here different. The county developed in two big waves: the postwar tract expansion of the mid 1950s through the early 1970s across Anaheim, Garden Grove, Westminster, Santa Ana, Orange, Fullerton, Buena Park and Costa Mesa, then the master planned wave of the late 1970s through the 1990s across Irvine, Mission Viejo, Laguna Niguel and Rancho Santa Margarita. A 1962 three bedroom in west Orange and a 1965 three bedroom in Fountain Valley are often close cousins structurally: slab on grade, two by four exterior walls, a shallow roof, an original 100 amp panel, and a floor plan that walls the kitchen off from everything else.
That consistency means we can predict most of what a renovation on a 1960s tract home will involve before opening a wall, and we can also predict where the surprises hide. The predictable items are the electrical service, the supply and drain piping, the insulation levels, the windows and the HVAC. The genuine unknowns are narrower: whether a wall someone removed in 1988 was ever headed correctly, whether there is dry rot at a bathroom wet wall, whether the slab has been cut and patched, and whether an addition was ever permitted. Good scoping shrinks the unknown list. It does not eliminate it, and any contractor who says it does on a sixty year old house is selling rather than planning.
The financial shape of this work is also different from a single room project. Roughly forty to fifty five percent of a full gut budget goes to things you will never see once the drywall is on: demolition and disposal, framing corrections, rewiring, repiping, ducting, structural hardware, insulation, and the labor to schedule and pass every inspection. That is why per square foot comparisons between a whole home bid and a kitchen bid are meaningless, and why two whole home bids on the same house can be two hundred thousand dollars apart without either one being dishonest. What separates them is almost always scope depth, allowance levels, and whether the contingency is stated openly or hidden inside the base number.
Our position on all of this is simple. We would rather have the uncomfortable conversation about contingency, occupancy, timeline risk and change order procedure during preconstruction, when it is still just a conversation, than during month five when it is a crisis. Everything on this page is written to support that conversation. Every dollar figure here is a 2026 Orange County planning estimate for budgeting purposes, not a quote, and no responsible number for your home exists until someone has walked it, opened the panel and looked at the plumbing.

Should You Live in the Home During a Whole Home Renovation?
It depends on scope depth, and the honest answer is that staying costs less in rent and more in almost everything else. Staying during a full gut typically adds eight to fifteen percent to construction cost and four to eight weeks to the schedule, because the crew works in zones rather than across the whole floor plan, builds and rebuilds containment, maintains a safe path of travel, restores power and water at the end of each day, and stages material in a smaller footprint. Moving out lets the same crew work everywhere at once, which is faster and cheaper per unit of work. Against that, Orange County short term rentals for a three bedroom commonly run $4,500 to $8,000 per month in 2026, plus $3,000 to $9,000 for moving and storage round trip. On a cosmetic refresh, staying is usually right. On a full gut with a repipe and a rewire, moving out is usually cheaper once you total everything honestly.
Which Phases Are Genuinely Unlivable, and Which Are Just Unpleasant?
Four phases are genuinely unlivable and the rest are tolerable with planning. Demolition is unlivable because of airborne dust, noise and debris traffic. A whole house repipe or rewire is unlivable because water and power come down to the studs and get restored intermittently over days. Drywall hanging, taping and sanding is unlivable because the dust is fine enough to pass any containment that is not commercial grade, and it keeps settling for a week after the sanders leave. Whole footprint flooring is unlivable because there is nowhere to stand. Everything else, including rough carpentry, cabinet installation, tile setting, trim and paint, is livable if the containment is real and you accept an early start each weekday. In practice most families who plan to stay end up vacating for a four to seven week window covering demolition through drywall, then moving back for finishes. That hybrid is often the cheapest realistic path.
How Do You Make Staying in the Home Actually Workable?
Two things have to be right: the temporary kitchen and the dust containment. A temporary kitchen needs a water source, a heat source, refrigeration and a work surface, and the garage is usually the answer because it has a hose bib nearby, a concrete floor, at least one dedicated circuit and a door outside. We relocate the existing refrigerator there, add a work surface, run a dedicated circuit for a microwave and an induction plate, and set a utility sink on projects longer than about eight weeks. Budget $600 to $2,000 for the setup, and expect $600 to $1,200 per month in additional food spending, because families without a dishwasher eat out more. Containment is the other half, and real containment means negative air pressure rather than plastic taped to a doorway: temporary walls with zippered access, every register in the work zone sealed, HEPA filtered negative air machines exhausted outdoors, hardboard floor protection, and walk off mats. Done properly it adds roughly $2,000 to $6,000.
Why Does Sequencing Matter So Much, and What Happens When a Trade Slips?
Renovation sequencing is not a preference, it is a dependency chain enforced by physics and by the inspector. Demolition finishes before framing corrections. Framing and structural hardware complete before rough electrical, plumbing and mechanical. Rough trades pass inspection before insulation. Insulation passes before drywall. Drywall goes up before nearly every finish trade. Nothing downstream can start early. That is what makes a whole home schedule fragile: when the electrician loses four days, you do not lose four days. You lose four days plus the reschedule window for the rough inspection plus the gap before the insulation crew can return, which in practice is closer to ten to fourteen calendar days. This is why we hold the rough trades to one shared window and inspect electrical, plumbing and mechanical together wherever the jurisdiction allows. A single combined rough inspection instead of three staggered ones removes two of the most common slip points in the entire project.
Is It Cheaper to Phase the Renovation Room by Room?
Almost never on total cost, and often yes on cash flow, which is a different question. Phasing costs more because you pay mobilization, protection, containment, permit and inspection overhead repeatedly instead of once, and because the trades that touch the whole house cannot be done efficiently in pieces. A whole house repipe done at one time takes a plumbing crew roughly five to eight working days. The same repipe split across four phases takes closer to fourteen to eighteen days over four mobilizations, plus four rounds of wall patching. Realistically, phasing adds fifteen to thirty percent to the total for the same finished result and stretches disruption across two to four years instead of one concentrated period. Where phasing genuinely wins is when the money is not available today, when a household cannot vacate, or when one area is urgent and the rest is not. If you do phase, do the whole house systems work first in one pass and phase only the finishes.
What Systems Need Upgrading in a 1950s to 1970s Orange County Tract Home?
Five, and they show up together often enough that we budget for all five until proven otherwise. First, the electrical service: original 60 to 100 amp panels are still common, many are Federal Pacific or Zinsco panels that insurers and inspectors treat as a defect, and branch circuits from that era typically have no equipment ground. Second, supply piping: galvanized steel corrodes from the inside and shows up as low pressure and rust colored water. Third, drain piping: cast iron scales internally and cracks at the slab transition. Fourth, insulation: attics were commonly built to R-11 or R-19 and exterior walls frequently have nothing at all. Fifth, HVAC: original attic ducting is often undersized or disconnected at the boots, and the equipment is usually well past service life. A whole home renovation is the only time these five can be corrected efficiently, because the walls are already open.
- Electrical panel and grounded circuits: Service upgrade to 200 amps plus a full rewire with grounded circuits and AFCI and GFCI protection. Estimated $12,000 to $30,000 on a typical tract home.
- Galvanized supply lines: Whole house repipe in PEX or copper. Estimated $9,000 to $22,000 depending on fixture count, slab versus overhead routing, and how much drywall must come off.
- Cast iron drain and waste lines: Camera inspection first, then spot repair, lining or full replacement. Slab replacement means cutting and repouring concrete, commonly $8,000 to $30,000.
- Insulation and air sealing: Open walls are the only affordable chance to insulate exterior cavities. Attic and wall insulation with air sealing on an 1,800 square foot home runs roughly $4,500 to $12,000.
- Single pane aluminum windows: Original aluminum frames conduct heat and rarely seal. Full window and slider replacement typically lands at $14,000 to $45,000 depending on count, size and frame material.
- Undersized or failed HVAC: A Manual J load calculation, correctly sized equipment and new or repaired ducting. Full system replacement with ducting commonly runs $14,000 to $32,000.
What Testing Is Required Before Demolition on an Older Home?
If the home was built before 1978, lead based paint rules apply, and if it predates about 1980, asbestos containing materials are likely enough that testing is the responsible step. California requires renovation work disturbing lead based paint in pre 1978 housing to use lead safe work practices performed by appropriately certified personnel, which in practice means containment, HEPA vacuuming and clearance procedures rather than open sanding and dry sweeping. Asbestos is the bigger scheduling item. In Orange County homes of that era it commonly appears in popcorn ceiling texture, vinyl floor tile and the black mastic beneath it, drywall joint compound, duct wrap and roofing felt. Testing a whole house typically costs $500 to $1,500 with results in three to seven business days. Abatement, where needed, adds $3,000 to $15,000 and one to two weeks. Both figures are far smaller than discovering the problem mid demolition, which stops the job and pushes every downstream trade.
One Comprehensive Permit or Several Trade Permits, and How Do Corrections Work?
For whole home work, one comprehensive building permit with trade permits issued underneath it is almost always right. A combination permit gives the plan checker and the field inspector a single coherent picture, which reduces the chance of a correction in month four contradicting an approval from month one, and it allows combined rough inspections instead of three staggered ones. Standalone trade permits make sense only for narrow scopes, such as a repipe done on its own ahead of a larger renovation. The trade off is time. A whole home set with structural changes goes through plan check rather than over the counter, and first review in Orange County jurisdictions commonly takes four to twelve weeks depending on the city and the season. Corrections are the standard outcome, not a failure. A checker returns an itemized list, often eight to thirty items covering shear schedules, energy documentation that does not match the window schedule, bedroom egress, alarm locations and structural details at removed walls. We answer point by point in writing, which keeps second review to one to three weeks.
When Does Title 24 Compliance Get Triggered on a Renovation?
Title 24 applies to alterations, not just new construction, and whole home renovations trigger it in several predictable ways. Replacing windows brings the new fenestration under prescriptive U factor and solar heat gain requirements. Replacing HVAC equipment triggers duct sealing and testing requirements and in many cases HERS rater verification. Adding conditioned floor area, reconfiguring ducting, or replacing more than a defined amount of roofing can bring cool roof and insulation requirements into play. Once a project involves enough of these together, producing a full Title 24 alteration compliance report and submitting it with the plans is generally cheaper and faster than arguing measure by measure with a plan checker. Expect $400 to $1,200 for the report and $400 to $900 for HERS testing where required. The current code cycle continues pushing toward heat pump space and water heating, and on a whole home renovation the heat pump path is frequently the easiest compliance route rather than a premium upgrade.
How Do You Protect the Budget: Contingency, Allowances, Change Orders and Draws?
Four mechanics, and they only work if they are written down before construction starts. Contingency comes first: ten to twenty percent of construction cost, held by you rather than the contractor. Ten percent is defensible on a post 2000 home with clean permit history. On a 1960s Orange County tract home with original systems, fifteen to twenty percent is the honest number. Contingency covers genuinely concealed conditions such as dry rot behind a wet wall, a bearing wall removed decades ago without a header, or a lateral that fails camera inspection. It should never fund scope you chose to add. Allowances are second, and they are only useful stated at installed cost against a real product level rather than a material price that omits labor. Change orders are third: written, priced and signed before the work happens. Draws are fourth, tied to verifiable milestones rather than calendar dates. California caps a home improvement down payment at $1,000 or ten percent of the contract price, whichever is less.
- Owner held contingency: Ten to twenty percent of construction cost sized to the age and permit history of the home. Unused contingency stays yours at the end of the project.
- Allowances at installed cost: A tile allowance of $12 per square foot means installed, including setting labor, mortar, waterproofing and trim. Material only allowances are how budgets quietly fail.
- Written change orders only: Scope, price and schedule impact stated and signed before work proceeds. Two legitimate sources: owner requested changes and genuinely concealed conditions.
- Milestone based draws: Payments tied to demolition complete, rough inspections passed, drywall complete, cabinets set and final. Not to dates on a calendar.
What Turns an Eight Month Project Into an Eleven Month Project?
Five things, in roughly this order of frequency. Selection delays lead: a homeowner who has not chosen tile by the time drywall is done stops the finish sequence cold, and a six week cabinet lead time started six weeks late is six weeks added to the end. Second, change orders during construction, particularly structural ones, which can require a revised permit set and supplemental plan check. Third, inspection scheduling in busy jurisdictions, where a failed or rescheduled inspection costs a week rather than a day. Fourth, concealed conditions found at demolition, which is exactly what contingency exists for but still consumes calendar time. Fifth, long lead materials: specialty windows, custom cabinetry, some stone and certain electrical equipment still carry eight to twenty week lead times in 2026. The controllable ones are selections and long lead ordering, and both are controllable months in advance, which is why we set selection deadlines during preconstruction.
How Do You Handle Storage, Pets, Kids and Working From Home?
Deliberately, and in writing during preconstruction. Storage: a whole home renovation means emptying the house, and an 1,800 square foot home typically fills a 10 by 15 or 10 by 20 unit at roughly $180 to $350 per month in Orange County, plus a portable container in the driveway if the city and any HOA allow it. Pets: dust, propped doors, nail guns and unfamiliar people are a genuine risk, so plan on a designated closed room with a sign on the door, or off site care during demolition and drywall. Kids: work starts early, most Orange County cities restrict construction to roughly 7:00 am to 6:00 pm or 8:00 pm on weekdays with tighter Saturday hours and no Sunday work, and school schedules are worth building around. Working from home: workable during finishes, close to impossible during demolition, rough trades and drywall sanding. If you take video calls daily, plan to relocate for that window.
What Does a Realistic Orange County Whole Home Budget Look Like?
For 2026 planning we use four tiers on a typical 1,600 to 2,200 square foot Orange County home. A cosmetic refresh, meaning paint, flooring, light fixtures, interior doors, hardware and minor bath updates with no walls moved and no systems replaced, runs roughly $60 to $120 per square foot. A mid range renovation with a new kitchen, updated baths, new flooring throughout, partial electrical work and some layout change runs roughly $175 to $300 per square foot. A full gut with a complete rewire, repipe, new HVAC, new insulation, new windows and a reconfigured floor plan runs roughly $300 to $450 per square foot. Adding structural work such as removing multiple bearing walls, raising ceilings or adding square footage pushes past $450 and can exceed $700 in coastal cities. Each is a planning estimate, and the spread inside each tier is driven far more by what is behind the drywall than by the finishes you pick.

The deliverable is a written summary of the home as it actually is, plus a preliminary budget range wide enough to be honest.
Design development and scope definition
3 to 6 weeksFloor plan options, structural feasibility for any wall you want removed, systems scope, and a room by room scope narrative saying what is being done and what is not. The biggest cost decisions happen here, because moving a kitchen across the house or relocating a bathroom drain through a slab costs far more than any finish selection. We price two or three scope levels so trade offs appear in dollars.
Construction documents, engineering and energy compliance
3 to 6 weeksThe permit set gets built: dimensioned plans, elevations, electrical and lighting plans, structural details and calculations for beams and shear walls, and the Title 24 alteration report. Window schedules, insulation values and mechanical equipment must agree across all three documents, because the most common cause of a third plan check cycle is a set that contradicts itself.
Preconstruction: pricing, contract, allowances and draw schedule
2 to 4 weeksWe convert the permit set into line item pricing with allowances stated at installed cost, a milestone draw schedule, a written change order procedure, a selection deadline calendar tied to the build schedule, and an occupancy plan covering where you will live, where belongings go and how the temporary kitchen works. Permit submittal, plan check and corrections
6 to 14 weeksSubmittal, first review, a written point by point correction response, resubmittal and issuance. Two correction cycles is normal on a whole home set. We do not schedule a construction start date against the optimistic end of this window, because a start date that slips damages trust more than a realistic one that holds.
Protection, hazardous material clearance and demolition
2 to 4 weeksContainment goes up, registers get sealed, retained finishes get protected, and abatement happens first if testing required it. Then controlled demolition, with debris containers rotated so the driveway is not blocked longer than necessary. Rough trades, inspections, drywall and finishes

What moves the price
- Scope depth: cosmetic versus full gut: The largest driver by a wide margin. A refresh touches surfaces. A gut touches structure, wiring, piping, ducting and insulation, and roughly half that budget is invisible when the job is done.
- Age of the home and condition of concealed systems: A 1962 tract home with an original panel, galvanized supply and cast iron drains carries three system replacements a 2004 home does not. Same square footage, very different price.
- Structural changes and bearing wall removal: Every removed bearing wall needs an engineered beam, a load path to the foundation and often a new footing. Estimated $6,000 to $25,000 per opening depending on span and slab work.
- Whether you occupy the home during construction: Staying adds roughly eight to fifteen percent to construction cost and four to eight weeks to schedule because the crew works in zones. Moving out costs rent and storage instead.
- Plumbing relocation, especially through a slab: Moving a kitchen or bath drain in a slab on grade home means cutting concrete, trenching, repiping, repouring and refinishing. Keeping fixtures near existing drains is a major saving.
- Finish level and allowance targets: Stock cabinets, laminate counters and builder fixtures versus semi custom cabinetry, stone and designer plumbing can swing a whole home project by $80,000 or more on identical square footage.
- Jurisdiction, overlays and review layers: Coastal development permits in Newport Beach, Laguna Beach, Dana Point, San Clemente and Seal Beach, historic review in Old Towne Orange, and HOA architectural committees all add time and detail.
- Site access, hillside conditions and staging: No driveway staging room, a narrow side yard, a steep approach, or an HOA street where containers are restricted adds labor hours to nearly every phase of the project.
