Foundation Bolting in Orange County

Foundation bolting is the mechanical connection between your house and the concrete it sits on. In homes built before roughly 1980, the wood mudsill was often laid on the foundation with no anchorage at all, or with a handful of bolts spaced too far apart to do much. Ground shaking moves the foundation while the mass of the house resists moving, and without bolts the only thing opposing that difference is friction. Bolting replaces friction with steel. What does foundation bolting actually install?
Two hardware families do the work, and crawl space geometry decides which one you get. The first is a retrofit anchor installed vertically: we drill through the mudsill and down into the concrete stem wall, then set either a mechanical expansion anchor or a threaded rod in structural adhesive, and torque it down over a square plate washer. The second is a side-mounted retrofit foundation plate, a heavy formed steel plate that fastens into the face of the stem wall with concrete screws and into the side of the mudsill with structural wood screws. Plates exist because older crawl spaces frequently do not have enough headroom above the sill to fit a rotary hammer, and because mudsills are often set back from the face of the concrete or sitting on a trapezoidal stem wall that will not accept a vertical bolt near its edge. Both approaches create a positive load path from wood to concrete. Neither is a compromise when correctly applied.
What spacing and hardware does the code require?
Appendix Chapter A3 of the California Existing Building Code publishes a prescriptive anchorage schedule based on the number of stories the anchorage supports. For a one-story building the schedule calls for half-inch diameter anchors spaced six feet on center. For two stories it is half-inch anchors at four feet on center, or five-eighths-inch anchors at six feet on center. For three stories it is five-eighths-inch anchors at four feet on center. Placement near the ends matters as much as spacing: anchors are required within twelve inches, but not less than nine inches, from the ends of each plate section, which puts steel where the sill is most likely to split. Plate washers of at least three inches by three inches by 0.229 inch are specified so the nut bears on enough wood to avoid crushing through. Embedment depth and minimum distance from the edge of the concrete are governed by the specific anchor product's evaluation report, not by a single universal number, which is why we select the anchor before drawing the layout.
When is a foundation plate used instead of a through-bolt?
We reach for side-mounted foundation plates in four situations. When vertical clearance above the mudsill is too tight to operate a drill, which is common in crawl spaces under twenty inches. When the mudsill is a nominal two-by-four rather than a two-by-six and there is not enough width to place a bolt at a safe distance from both edges. When the mudsill overhangs the stem wall or is offset inward from the face of the concrete, so a vertical hole would miss the concrete or land too close to its edge. And when floor joists, ductwork, or piping sit directly above the sill and block the drill path. Retrofit foundation plates were developed specifically for these conditions and install from the side. They are spaced on a schedule of their own, published by the manufacturer and referenced in the plan set, and they are placed close to the ends of each sill piece for the same reason bolts are.
What does the permit and inspection look like for bolting?
Bolting is permitted work in every Orange County jurisdiction. We file the application citing the prescriptive plan set we are building to and include a simple foundation plan showing the perimeter, the anchor or plate locations, and the mudsill dimensions we measured. Because there is nothing to plan check beyond scope, many Orange County building departments will issue the permit the same day. During installation nothing gets covered until the inspector has been in the crawl space. The inspector checks anchor type against what the permit approved, counts and measures spacing, verifies end distances, confirms plate washer size and that slotted washers are oriented correctly, checks that the drilled holes were cleaned before adhesive was placed, and looks at whether the sill wood is sound enough to hold what we put in it. Some jurisdictions require third-party special inspection when adhesive anchors are used, which is scheduled separately and billed as its own line item.
Bolting alone is rarely the whole answer
Anchoring the mudsill stops the house from sliding, but it does not stop a cripple wall from folding over above it. If your crawl space has cripple walls, meaning short stud walls between the sill and the floor framing, bolting without bracing leaves the weaker of the two failure modes untouched. In practice the load simply arrives at a wall that cannot carry it. This is why every recognized prescriptive plan set pairs sill anchorage with cripple wall sheathing, and why grant programs define a compliant retrofit as both together. There is one honest exception: houses where the floor framing sits directly on the mudsill with no cripple wall at all, which happens on low-profile raised foundations and on some 1950s tract homes. Those genuinely need bolting only. We will tell you which case you are in during the inspection, and we will not sell bracing to a house that has no cripple walls.

What moves the price
- Perimeter linear footage: The number of anchors follows the perimeter and the required spacing. An articulated footprint with bays and bump-outs has more running feet than its square footage suggests.
- Crawl space headroom: Under about twenty inches of clearance, every drilled hole becomes slow work and much of the job shifts to side-mounted plates, which cost more per connection.
- Mechanical versus adhesive anchors: Adhesive anchors cost more in material, require hole cleaning discipline and cure time, and may trigger special inspection fees. They are chosen when concrete condition or edge distance rules out expansion anchors.
- Mudsill replacement: Rotted or termite-damaged sill sections must be cut out, temporarily supported, and replaced. This is the most common line item that appears after the crawl space is opened.
- Obstructions along the sill: Ducting, copper and PVC lines, gas piping, and electrical runs sitting on or against the mudsill all have to be worked around, temporarily moved, or coordinated with a trade.
- Number of stories supported: Two-story and three-story buildings require larger diameter anchors, tighter spacing, or both, which increases both the count and the cost per connection.

Frequently asked questions
How many bolts does my house need?
Count follows perimeter length and the prescriptive spacing for your building height. A one-story home on a schedule of half-inch anchors at six feet on center needs roughly one anchor every six feet around the entire perimeter, plus additional anchors near the end of every mudsill section and at splices.
Can foundation bolting be done from inside the house?
No. The connection is made at the mudsill in the crawl space, so access is from a perimeter vent opening or an interior hatch, usually in a closet floor or hallway. Nothing is opened up in your finished walls or floors to install anchors.
What if my mudsill is only a two-by-four?
Narrow sills often cannot accept a vertical bolt while maintaining adequate distance from both edges of the wood and the edge of the concrete. In that case we switch to side-mounted retrofit foundation plates, which fasten to the face of the stem wall and the side of the sill instead of through the top.
How deep do the anchors go into the concrete?
Embedment depth is set by the specific anchor product's evaluation report and the thickness and condition of your stem wall, not by a single universal figure. We select the anchor first, then drill to that product's published depth and verify it with a depth gauge before setting.
Are the existing bolts in my 1955 house good enough?
Often not, though they may be worth keeping. Mid-century bolting was frequently spaced far wider than current prescriptive schedules and used small round cut washers that crush into the sill under load. We assess what is there and supplement with new anchors and proper plate washers rather than removing sound hardware.
Will drilling crack my foundation?
Properly located holes do not. Cracking risk comes from drilling too close to an edge or using an expansion anchor in thin or deteriorated concrete. We measure stem wall thickness and check concrete condition first, and switch to adhesive anchors or side-mounted plates where expansion forces would be a problem.
Does bolting qualify for the Earthquake Brace + Bolt grant on its own?
Only if your house has no cripple walls. Grant programs define a compliant retrofit as anchorage plus cripple wall bracing where cripple walls exist.
